After returning from a trip to Spain, Rudy Parsons came home to Canada with a vision to awaken the spirit of his city. He wanted to recreate the running of the bulls in Thunder Bay, Ontario.

"To see entire and community rallying around this event, attracting tourists from all over the world," Rudy says. "And I thought, we got to bring this to Thunder Bay because we are a passionate people and this event would be a perfect fit for us, man. We want to live!"

But in order to fulfil his dream, he needed to get approval from city council, first. Ultimately, they disagreed with Rudy.

"At the end of the day it just comes down to a safety issue," councillor Janet Walters says. The city had installed new parking meters just two years ago and they can't risk damaging them.
