Canada's minister of transport says the country's airline passenger bill of rights will be beefed up because of traveller complaints of a flawed system, such as cancelled flights, lost luggage and holiday mayhem.
Omar Alghabra says significant travel disruptions in the summer and over Christmas have made it abundantly clear that changes are needed to better protect passengers from airlines.
