Dozens of defence ministers are meeting in Germany today to discuss what weapons they're willing to supply to Ukraine. Matt Galloway talks to Constanze Stelzenmüller, the Fritz Stern Chair and director of the Center on the United States and Europe at the Brookings Institution; and Richard Shimooka, a senior fellow at the MacDonald-Laurier Institute and an expert on defence procurement.
