NB Power has spent $13 million to license a mysterious technology, which some say is too good to be true. A Florida start-up claims to have discovered a process to convert seawater to hydrogen energy in order to create the first zero-carbon emissions power grid. But the company is facing two investigations. Karissa Donkin is a reporter in our Atlantic investigative unit, and she's been looking into the story.
