Why do so many immigrants have difficulty getting their professional qualifications recognized in Quebec?

A new survey commissioned by by the Quebec Interprofessional Council found that immigrants trying to get their qualifications recognized found the process difficult: it also found that over half of them fail their equivalency exams, or drop out. We speak with André Gariépy is the commissioner for admissions to professions with the Office of Professions in the government of Quebec. They oversee all of Quebec's professional orders, and take complaints from those going through the process.
