Stiffer penalties needed for people who commit intimate partner violence, says Quebec senator

Why are we not making progress reducing the number of women killed by their intimate partners? In the words of senator Pierre Hugues-Boisvenu, here in Quebec we are living the equivalent of a Polytechnique massacre every year. He is once again calling for stiffer penalties for these crimes - especially in the face of two high profile cases of intimate partner violence.
