State of affordable housing and the City's shelter system

The city will not go forward with the plan to potentially purchase the Toronto Plaza Hotel, currently housing nearly 500 homeless people and refugees. But with the shelter system at capacity and the hotel in receivership, they city may be in the difficult position of trying to find beds for so many people, if a private investor scoops up the property.
