Employers looking to hire temporary foreign workers must meet a series of requirements

The Canadian temporary foreign worker program allows employers to hire foreign workers on a temporary basis to fill immediate skills and labour shortages. This is done when Canadian citizens and permanent residents are not available to do the work or do not have the required skills.

The program has been criticized recently when reports accused certain Canadian companies had plans to release specific Canadian hires and replace them with foreign workers at a reduced wage.

Foreign workers are hired in a variety of industries in Canada including lower wage service jobs such as Tim Hortons and McDonald's. The Conservative government has outlined steps to tighten the rules surrounding foreign hires in an attempt to protect the jobs of Canadian workers.
