Allegations that Syria's government used chemical weapons in a Damascus attack in September 2013 spurred the U.S. to threaten a military strike. Syrian President Bashar al-Assad denied the allegations. Assad has since said he would agree to a plan that would see Russia secure and destroy Syria's chemical weapons.
Assad has also said he will sign the Chemical Weapons Convention, an international agreement, operated by the Organization for the Prohibition of Chemical Weapons. This agreement prohibits the production and stockpiling of chemical weapons.
