Some of the cheapest milk in Canada can be purchased in Windsor and Scarborough, Ont., according to Field Agent, a market research company.

Field Agent's Canadian Fluid Milk Report found that a 4L jug of milk in Windsor can be bought for $3.65 at the local Costco and a No Frills store on Wyandotte Street.

Scarborough, meanwhile, has the lowest average cost for milk at $3.92 per 4L.

Field Agent general manager Jeff Doucette said Windsor's proximity to the border is only part of the explanation for cheap milk.

"Being part of the Ontario market and the volume, that delivers benefits ... your market's pretty competitive. You have a lot of discount retailers. You have the No Fills and Walmart and Target's there and Superstore. Put Costco on top of that who has the cheapest price," Doucette said. "That just comes to be a perfect storm for people living in Windsor who want to buy milk."

Field Agent Canada used its panel of more than 32,000 smartphone users who have downloaded its free app to conduct audits, mystery shop and complete shopper surveys from coast-to-coast.

Data was collected in 175 stores from Sept. 30 to Oct. 2 in 17 markets across Canada.
