The municipal council of West Hants has approved a development agreement for a new golf course and resort, despite residents' concerns about the impact on the local water supply.

Tuesday's unanimous vote was a key step in developing Forest Lakes Country Club Resort in Ardoise, near Windsor.

In addition to the Jack Nicklaus-designed course, the agreement allows Terra Firma Development Corporation Ltd. to build a hotel, restaurant, homes, recreational facilities and roads on 1,500 acres of land.

"I think it's something that's going to be fantastic for the community, and obviously we're very much looking forward to digging in deeper and spending more time here in Canada and developing the resort," Marr said.

So many people turned out for Tuesday's meeting that there weren't enough seats to go around.

Like many people in the area, Theresa Cleveland worries that the development will affect her well water.

"We usually have to order water only a couple of times a year. But if they blast and the waterways change, we could be getting water load every week brought in, which is a huge expense to us — it's $60 a load," said Cleveland, who lives across from the site.

Municipal officials promised to consider water concerns at future meetings.

Marr expects construction to begin in a few weeks if no one appeals council's decision.
