Police evacuated businesses around Stanley and Dalhousie streets around 9:30 p.m.
A man walked into a local business and said he had a bomb around his neck, police say. But "it was quickly determined that the male had no real bomb."
A 40-year-old man faces numerous charges and is still in custody.
