Mariana Valverde, Professor at University of Toronto's Centre for Criminology and Sociolegal Studies, concedes there is a concentration of homeless services on Sherbourne, but only because they have been squeezed out of other areas due to effective lobbying by ratepayers. Professor Valverde says that shelters are residential just like houses, and people shouldn't assume they have a legal or planning right to select their neighbours.
