Trump claims that a Biden administration would spread big city looting, chaos and crime. Biden is betting on a progressive shift in suburban values, including support for racial justice. Nowhere are these competing narratives more live than in Wisconsin, which has become an unexpected crossroads following the shooting of Jacob Blake.
