Order of P.E.I.

Last Friday evening, Premier Ghiz announced that Heather Moyse would receive the Order of P.E.I., and that announcement raised some eyebrows. The rules for that award say it can't just be given out by the premier, it has to be chosen by a team of people, who, in this case, weren't consulted.
