What does a psychiatrist say about the proposed changes to NCR laws?

Louis Morissette is a leading forensic psychiatrist at the Pinel Institute, Montreal's foremost psychiatric facility.  He was not involved at the trial of Guy Turcotte, the Quebec doctor who killed his two children and was found NCR for their deaths, but he was a member of the expert panel that recommended Turcotte should be released from treatment after 18 months.  Morissette says the federal government's proposed changes to the laws around NCR are not based on science, and they do not address a need for long-term treatment of people found NCR.
