War on drugs proves a difficult battle

The Story

Drug busts make for dramatic TV footage, but they're not making it harder to obtain illegal drugs like crack, cocaine and marijuana in the United States. Some $5 billion has been spent in the war on drugs, but in 1988 CBC reporter Terry Milewski finds cops who don't believe it has had much effect. The Coast Guard can put together an impressive Miami Vice-style recruitment ad, but Capt. Jim Green says he hasn't intercepted drugs in almost a year.
