Toronto confronts crack cocaine epidemic

The Story

As Toronto faces an epidemic of crack cocaine use in 2005, frontline addictions workers are seeking funding for programs to mitigate the drug's harmful effects. But city councillor Rob Ford opposes any public money going toward making life easier for crack users and says harm reduction efforts won't help crack addicts.
