B.C. Grow Ops - Stacy Gowanlock
A little more than a year ago, Stacy Gowanlock agreed to let some town inspectors into his home in Mission, British Columbia. They were there because they suspected that Mr. Gowanlock might be running a marijuana grow-op. Mission has had a lot of trouble with grow-ops. So it passed a by-law that permits inspections on properties with unusually high rates of electricity usage. So far, more than 90 grow-ops have been uncovered. But even people who aren't running a grow-up can find themselves in trouble. In Mr. Gowanlock's case, the inspectors came in, looked around, determined he wasn't running a grow-up ... then handed him a bill for 5,200 dollars, to cover the cost of the inspection. Earlier this week, Mission's District Council voted to suspend the bylaw for one month. But that hasn't deterred Stacy Gowanlock... he says he's going to press ahead with efforts to mount a class action lawsuit against the District of Mission. He was in Vancouver.

Jenny Stevens is a Councilor for the District of Mission. She voted for the bylaw when it was passed in 2009. But she also made the initial motion to suspend the bylaw last week. She was in Mission, B.C.

While Mission's District Council mulls over what it will do with the bylaw, the B.C. Civil Liberties Association thinks there's a clear cut case for scraping it. David Eby is the association's Executive Director. We played a clip from him.
Still, Mission's Fire Chief continues to support the spirit of the by-law. So do his colleagues in other municipalities. And so does Darryl Plecas. He's the RCMP University Research Chair in the School of Criminology and Criminal Justice at the University of the Fraser Valley. He's in Abbotsford.
