The prospect of the Parti-Quebecois winning a majority in the upcoming Quebec election has people talking about the prospect of another referendum on Quebec separation. But while that discussion stokes hopes and fears within Quebec and without, we'll hear from a business strategist who says it's not Quebec that should be going out on its own -- it is the island of Montreal. We'll hear Michel David make the case for why Montreal should become a city-state.
