Is harm reduction the best way to fight addiction?

A crack pipe vending machine selling pipes for 25 cents in Vancouver has reignited the federal government's ire against harm reduction techniques aimed at drug addicts. The Public Safety Minister Steven Blaney says selling "drug paraphernalia" doesn't fit with the Conservative's approach to fighting addiction. We'll hear from two people involved in drug counselling and addiction reduction policy, with two very different opinions on whether harm reduction is an effective tool to help people get off drugs.
