Should unions be required to make their finances public?

A bill before Senate this week could fundamentally change the way unions do business in Canada. Bill C-377 would require that labour groups disclose all expenditures over $5000. The Conservative sponsor of the bill says it's all about transparency. But at least one Conservative senator calls the bill anti-democratic.
