Police Chief Sets Ticket Quotas; Tells Officers To Target Kids

Well, if you can believe this, a police chief in Ohio has ordered his officers to hand out at least one ticket per shift.

Outrageous, right? Quotas!

Yep, except in this case, police are stopping and writing up kids who are playing safe and wearing a helmet while riding their bike.

With every ticket/safety citation, the child gets a free ice cream cone from Frank's Drive-In as a reward.

It's all part of a yearly program in Brimfield Township in Ohio, called 'Operation Safe Summer' aimed at kids under 12.

And in announcing the plan, the chief messed with people just a bit - writing this on the department's Facebook page.

"My officers will have a quota for tickets... at least one per shift. We are going to be profiling, too," Chief David Oliver wrote. "We will target a specific group, with the express purpose of writing as many tickets as possible. I am strongly encouraging my officers to write as many as they can, every shift, every day..."

"This is the kind of ticket writing I REALLY enjoy," Oliver said.

One girl, 9-year-old Olivia Jones told the local Fox News affiliate a "police officer came and gave us a ticket for ice cream for being safe and wearing helmets. I'm getting chocolate chip cookie dough."


"My son was all over it last week," said Olivia's aunt Kelly. "As soon as he heard about it, he came home from school, riding around with his helmet on, just waiting for somebody to pull him over."

Frank's Drive-In owner Joe Follen told Fox he loves being a part of it.

"I guess it just gives the children a good incentive, maybe, to do something good," he said, "not only to wear their bicycle helmet, but also to do good acts of kindness."

The program started this week and will go through the summer.
