The document, leaked to a conservative magazine, contains little that hasn't already been announced during the campaign, except a vow to seek a global ban on weapons in space.
But Solberg noted it also doesn't contain a promise made Monday by Liberal Leader Paul Martin during the English-language debate: to amend the Charter of Rights and Freedoms to remove the federal government's ability to use the notwithstanding clause.
The leaked document, which Solberg said was dated Jan. 9, the day of the debate, makes no mention of the promise.
"The Liberals are making it up as they go along," Solberg said.
He also criticized the document for containing few new ideas or policy proposals, for being unfocused and showing no vision, and for providing inadequate costing of the Liberals' spending promises.
The leak is yet another example, the Tories say, of how the Liberal campaign is in "disarray."
