Harper rolls out Tory health-care plan

Harper, spoke in Winnipeg, where he laid out his plans to establish guaranteed wait times for medical services. He will then travel to Regina for a rally with local candidates.
His announcement comes a day after his pledge to reduce the seven per cent goods and services tax by one percentage point immediately and by another point within five years if he becomes prime minister in the Jan. 23 vote.
Also Friday, Liberal Leader Paul Martin, who rejected Harper's GST proposal in favour of his own plan to cut personal income taxes, will be giving a speech to the Canadian Auto Workers in Toronto.

NDP Leader Jack Layton was in Regina where he appeared with Premier Lorne Calvert. Layton and spoke about the fact that Saskatchewan won't be getting any money from Ottawa in federal equalization payments next year.
Layton will then head off to Victoria.
On Thursday, Layton presented the New Democrats' strategy for saving the Canadian auto industry. The plan includes incentives to encourage the retooling of plants and launching of new products, more research and development, and negotiations with Korea and Japan to open markets to Canadian-built cars.
Bloc Québécois Leader Gilles Duceppe will spend the day campaigning in Montreal, where he will visit local riding offices and attend a youth rally.
