Mercer, 28, signed a two-year, free-agent contract worth over $3 million US.
"I'm definitely glad to have this opportunity to come here and play hard and do the things this team needs me to do," he said. "I'm ready to start immediately, ready to play right now."
Injuries limited Mercer to just 39 appearances off the bench with the San Antonio Spurs last season.
He finished with career-low averages of 5.0 points, 1.3 rebounds, 0.6 assists and 13.2 minutes.
"Ron will fill our opening at the No. 2 guard position," Nets chief executive officer Rod Thorn said. "He is a proven NBA scorer who will be a welcome addition to our roster."
Mercer is a career 43 per cent shooter and has averaged 13.9 points, 3.1 rebounds, 2.2 assists and 31.5 minutes in 414 NBA games.
The eight-year NBA veteran has played for the Boston Celtics, Denver Nuggets, Orlando Magic, Chicago Bulls, Indiana Pacers and Spurs since being drafted sixth overall out of Kentucky in 1997.
