Jenkins received the award for his standout performance in Sunday's 18-15 loss to the Edmonton Eskimos.
The bulky running back rushed 19 times for 195 yards and caught a pass for five yards.
"Michael was determined and ran with authority," said awards judge Ellison Kelly. "A single tackler rarely brought him down.

"He read the defence on the go, found the cut back lanes and averaged more than 10 yards per carry. I found it amazing that his great game came while playing against a strong Eskimo defensive unit and behind an undermanned offensive line."
Jenkins has compiled 331 yards on 52 carries this season for a whopping 6.4 average, tops among CFL running backs.
Montreal Alouettes linebacker Kevin Johnson was named Defensive Player of the Week.
He totalled nine tackles and one interception in Saturday's 28-10 victory over the Hamilton Tiger-Cats.
"To me, he is a big time playmaker," Kelly said.
Not to be outdone, Alouettes teammate Keith Stokes was the top special-teams player for returning a missed field goal 115 yards for a touchdown.
Stokes added five punt returns totalling 45 yards plus an 18-yard kickoff return.
"He was the ultimate game breaker," Kelly said.
Cameron Legault of the British Columbia Lions was chosen Lineman of the Week.
The defensive lineman posted four tackles and a pair of sacks as B.C. blasted the Calgary Stampeders, 30-7.
"I was impressed with his work ethic and non-stop motor," Kelly said.
