Toronto gets Blaine Manning and Calgary's first pick in the next entry draft.
Toth's goal with one second remaining in the 1999 title game gave Toronto a one-goal victory over the Rochester Knighthawks.
Toth, who commuted from Calgary for Toronto's games, was an integral part of the Rock offence against last season.
Toth, who had asked to be traded to a Western team, played amateur lacrosse in Victoria during the summer.
"It worked for Kaleb and it also worked for the Rock," said Les Bartley, general manager and head coach of the Rock. "We look at it as a win-win situation for both teams."
Manning, who has no NLL experience, lives in Edmonton.
"Blaine is a kid who does it all," Bartley said in evaluating his newest player.
"He's good defensively, he's got good speed and he transitions well. Blaine will be a future star in this league.
"He'll be a great fit for the Toronto Rock."
Bartley, who lives in St. Catharines, Ont., has signed a three-year extension with the team that won the title in 1999 and 2000 and lost to Philadelphia in the final last spring.
"Les has been the anchor of this franchise," said Brad Watters, speaking for the ownership group. "No one can compare to his record and leadership.
"Les has an open ticket with this franchise."
Bartley recently re-signed veterans Jim Veltman, Dan Stroup, Pat Coyle, Bob Watson, Colin Doyle, Terry Bullen and Ken Millen.
He has also signed free-agent forward Mike Murray, a Peel Region police officer.
The Rock and the expansion Montreal Express will use Maple Leaf Gardens as a main practice facility this season.
There will be no ice in the Gardens, which no longer has any major sports tenants, during the winter.
Bartley previously held practices in Grimsby, Ont.
The Rock, which drew crowds as large as 18,000 last season, has increased its season-ticket base by more than 1,000 said Watters.
The season opener still is six weeks away.
In Vancouver, head coach Paul Dal Monte announced that the Ravens have released Rob Buchan, Jeff Gombar, Mike Kilby and Athen Yuen.
"We have been impressed by the level of intensity at camp and we think it bodes well for the kind of team we'll put on the floor at General Motors Place this season," said Dal Monte.
