Cameron called FIFA president Sepp Blatter on Sunday to apologize, explaining that he will be with his family.
A bid statement says that Cameron "asked for his apologies to be passed on to the FIFA inspection team for his absence."
Instead, deputy prime minister Nick Clegg will meet the delegation.
