Cooper, who also won the award last week, scored both goals in a 2-0 Dallas win over Toronto FC Sunday afternoon.
Dallas is now 6-6-7. The club is in third place in the Western Conference standings with 25 points, only two points behind first-place Real Salt Lake and one point behind second-place Houston.
Against Toronto, Cooper broke a scoreless deadlock when he converted from the penalty spot in the 81st minute. He then scored on a long-range effort in injury time to seal the win for Dallas.
"It feels great to walk out of here with three points. At home, Toronto has a great advantage," Cooper said. "It's great to walk out of here with a win."
Cooper has 13 goals on the season, tied with the Los Angeles Galaxy's Landon Donovan for the league scoring lead.
Cooper also scored two goals in last week's 4-0 win over Los Angeles.
The 23-year-old American forward has recently been linked with moves to Cardiff City and Norwegian club Rosenborg, but Dallas has said the organization has no plans to sell him.
