Once a week, Tony breaks down the balance of power in the National Football League.

1. PITTSBURGH STEELERS [unchanged]
Overall record: 3-1
Streak: Lost one
The cuffs are off. With Ben Roethlisberger returning from his suspension, the Steelers can open up the playbook.
2. NEW ORLEANS SAINTS [unchanged]
Overall record: 3-1
Streak: Won one
What’s going on with this offence? You’d think a matchup against a bad Carolina team would at least ease some of the scoring woes.
3. GREEN BAY PACKERS [up from 4]
Overall record: 3-1
Streak: Won one
The Packers are off to a good start, but they can’t continue on this road of turning the ball over and committing backbreaking penalties.
4. BALTIMORE RAVENS [up from 7]
Overall record: 3-1
Streak: Won two
This was definitely a signature victory for Joe Flacco. However, he wouldn’t have gotten close to T.J. Houshmandzadeh on the winning toss if Todd Heap didn’t make a great block on a blitzing Troy Polamalu.
5. ATLANTA FALCONS [unchanged]
Overall record: 3-1
Streak: Won three
Roddy White made several plays with his hands against the 49ers. None was bigger than when he stripped the ball away from San Francisco’s corner Nate Clements, who picked off Matt Ryan with 1:28 remaining and selfishly attempted to run it back for a touchdown instead of taking a knee.
6. N.Y. JETS [up from 8]
Overall record: 3-1
Streak: Won three
Things couldn’t have gone any better for the Jets. They’re off to a great start and finally get suspended receiver Santonio Holmes, whom the team signed in the off-season.
7. HOUSTON TEXANS [up from 9]
Overall record: 3-1
Streak: Won one
Like the Steelers and Jets, Houston welcomes back a suspended player as defensive rookie of the year Brian Cushing returns from a four-game absence. The linebacker will make an immediate impact to a defence that’s been gashed at times through the first four games.
8. NEW ENGLAND PATRIOTS [up from 11]
Overall record: 3-1
Streak: Won two
Randy Moss has done it again. He’s overshadowed another impressive New England win. The Pats traded the mercurial receiver to Minnesota, taking away Tom Brady’s biggest deep threat.
9. INDIANAPOLIS COLTS [down from 3]
Overall record: 2-2
Streak: Lost one
It’s becoming increasingly evident the Colts’ struggles on defence are more than just simply missing assignments.
10. KANSAS CITY CHIEFS [up from 15]
Overall record: 3-0
Streak: Won three
Here’s the deal: If the Chiefs go on the road and upend Indy, I’ll give them the proper respect.
11.CHICAGO BEARS [down from 6]
Overall record: 3-1
Streak: Lost one
You were warned. This offensive line is bad and Jay Cutler (concussion) paid a heavy price. After getting sacked an amazing nine times in the first half against the Giants, you have to wonder how skittish Cutler will be the next time he takes a seven-step drop.
12. MIAMI DOLPHINS [down from 10]
Overall record: 2-2
Streak: Lost two
In all my years of watching pro football, I’ve never seen a special teams meltdown like the one Miami endured against the Patriots. Sure enough, it cost coach John Bonamego his job.
13. SAN DIEGO CHARGERS [up from 18]
Overall record: 2-2
Streak: Won one
As long as its special teams doesn’t spring any more leaks, San Diego will be just fine.
14. DALLAS COWBOYS [up from 16]
Overall record: 1-2
Streak: Won one
Let’s see if the Cowboys, who host Tennessee this week, can string together two consistent games.
15. MINNESOTA VIKINGS [up from 17]
Overall record: 1-2
Streak: Won one
It’s official: Minnesota is “all in.” Getting Randy Moss from New England sends a clear message that its Super Bowl or bust for this season.
16. TENNESSEE TITANS [down from 12]
Overall record: 2-2
Streak: Lost one
It’s going to be tough enough for the Titans to make the playoffs this year without giving away games like the one they let slip away against the Broncos.
17. WASHINGTON REDSKINS [up from 21]
Overall record: 2-2
Streak: Won one
Lost in the Donovan McNabb-return-to-Philadelphia-hoopla was the encouraging sign of a Redskins’ running game, even with Clinton Portis expecting to miss the next 4-6 weeks.
18. PHILADELPHIA EAGLES [down from 14]
Overall record: 2-2
Streak: Lost one
Kevin Kolb was given a second chance to prove he’s the real deal at QB and, once again, he failed. Fans to Mike Vick: Hurry back!
19.CINCINNATI BENGALS [down from 13]
Overall record: 2-2
Streak: Lost one
This team will go nowhere if the offence continues to sputter.
20. N.Y. GIANTS [up from 21]
Overall record: 2-2
Streak: Won one
Let’s not get carried away here. The Giants’ defence was dominant, but they won’t play a bad offensive line every week.
21. DENVER BRONCOS [up from 23]
Overall record: 2-2
Streak: Won one
Who would’ve guessed Kyle Orton would have the most passing yards (1,419) through four games.
22. JACKSONVILLE JAGUARS [up from 27]
Overall record: 2-2
Streak: Won one
The most impressive part of Josh Scobee’s game-clinching 59-yard field goal is that the ball couldn’t have gone any straighter.
23. TAMPA BAY BUCCANEERS [down from 20]
Overall record: 2-1
Streak: Lost one
Bucs have a tough two-game stretch with games against the Bengals and Saints on the horizon.
24. ST. LOUIS RAMS [up from 28]
Overall record: 2-2
Streak: Won two
This could be the best team playing in the worst division in football.
25. SEATTLE SEAHAWKS [down from 19]
Overall record: 2-2
Streak: Lost one
For some reason, the Seahawks can’t play decent football on the road.
26. ARIZONA CARDINALS [down from 24]
Overall record: 2-2
Streak: Lost one
Get ready for a rough losing stretch, Ken Whisenhunt.
27. CLEVELAND BROWNS [up from 30]
Overall record: 1-3
Streak: Won one
Cleveland’s best offensive weapon is running back Peyton Hillis. Never heard of him? Don’t fret, few have.
28. SAN FRANCISCO 49ERS [down from 25]
Overall record: 0-4
Streak: Lost four
Expect to get a Christmas card from Falcons coach Mike Smith in the near future, Nate Clements. That was some boneheaded decision you made.
29. OAKLAND RAIDERS [down from 26]
Overall record: 1-3
Streak: Lost two
New England, which owns the Raiders’ 2011 first-round pick, has to be loving this dismal start.
30. CAROLINA PANTHERS [down from 29]
Overall record: 0-4
Streak: Lost four
Now former Panthers sack artist Julius Peppers can add more frustration when his Bears visit Carolina on Sunday.
31. DETROIT LIONS [unchanged]
Overall record: 0-4
Streak: Lost four
We’re giving the Lions credit for close losses now. Really? That’s what it’s come to.
32. BUFFALO BILLS [unchanged]
Overall record: 0-4
Streak: Lost four
What’s most amusing about Buffalo’s horrendous season is listening to all the die-hard fans gleefully cheering for the franchise to bottom out.
