The team's lease was set to expire after next season before the agreement announced Wednesday.
The deal still must be formally approved by the Coliseum Authority, Alameda County, the City of Oakland and the NFL.
Approvals are expected to be confirmed by the end of the year.
Oakland City Council member Ignacio De La Fuente said the extension gives the sides time to work out a long-term plan to keep the Raiders in the area.
The Raiders moved back to Oakland from Los Angeles following the 1994 season.
With the lease running out, there had been speculation about where the team would play in the future.
