The Blue Bombers confirmed Wednesday they won't be signing the controversial cornerback, who reportedly had agreed to a one-year contract.
Jones, 26, is notorious for repeated run-ins with the law and two lengthy suspensions south of the border from the NFL, including for the entire 2007 season.
He has been arrested at least six times and interviewed by the authorities on a dozen occasions since the Tennessee Titans drafted him sixth overall in 2005.

"It is unfortunate that this situation became public," Blue Bombers rookie head coach Mike Kelly said. "However, our position has remained consistent.
"We will pursue athletes that we believe will contribute to our organization on and off the field. We have completed our assessment and due diligence and, at this time, we will not be pursuing the services of Adam Jones."
Rogers ineligible to play in CFL
Winnipeg also expressed an interest in Charles Rogers, who was picked second overall in the 2003 NFL draft.
But the troubled wide receiver remains under suspension and thus ineligible to play in the CFL until reinstated by NFL commissioner Roger Goodell.
Rogers, 28, played just 15 games for the Detroit Lions between 2003 and 2006, hauling in 36 passes for 440 yards and four touchdowns.
But his penchant for smoking marijuana and an addiction to prescription drugs that eased the discomfort of a twice-broken collarbone resulted in no less than three violations of the league's anti-drug policy and a four-game suspension that cemented his reputation as a problem player.
Rogers reportedly failed drug tests each season at Michigan State and tested positive for a masking agent at the NFL's pre-draft scouting combine.
Last September, he was arrested for assault and battery and reportedly has since violated the terms of his probation on two occasions and tested positive for the painkiller Vicodin.
