Cates, 28, led the Roughriders in rushing this past season with a career-high 866 yards and five touchdowns on 152 carries in 14 games.
He caught 45 passes out of the backfield for an additional 452 yards.
"Wes is a complete back in every sense of the phrase," Riders general manager Eric Tillman said. "People focus on his running and receiving skills, which certainly are significant, but few backs in this league block as well as Wes does."
Cates was shelved for Saskatchewan's final four regular-season games because of a stress fracture in his left foot, but returned for the West Division final and the Grey Cup.
Cates carried 13 times for 58 yards as the Roughriders captured their third Grey Cup, 23-19 over the Winnipeg Blue Bombers at Toronto.
