"The sentence for such a crime could be from three to 10 years in prison," said prosecutor Svetlozar Kostov, who, last month, reportedly rejected Staviski's request for an out-of-court settlement.
Staviski was driving his Hummer on a bridge over the Ropotamo River on Aug. 5, when he allegedly veered into oncoming traffic and hit a Honda Civic.
The crash killed Petar Petrov, 24, and seriously injured 18-year-old Manuela Gorsova, one of three passengers in the vehicle.
Gorsova remains in in a coma.
Staviski suffered a broken right knee cap, and police reported his blood-alcohol level was more than twice the legal limit.
Staviski and Albena Denkova won their second consecutive ice dancing title at the world figure skating championships in Tokyo on March 23.
Staviski initially competed for the Soviet Union and Russia before relocating to Sofia, Bulgaria, to partner up with Denkova.
He later acquired Bulgarian citizenship.
