Belisle (3-0) struck out three batters and walked one.
"Each outing, I try to build on the one before," he said.
Belisle is battling with Kirk Saarloos, Bobby Livingston and Paul Wilson for the last spot in Cincinnati's starting rotation.
"I'm glad I don't have to decide today," Reds manager Jerry Narron said.
David Weathers, Dustin Hermanson, Victor Santos and rookie Jared Burton combined to pitch five innings of one-hit relief with five strikeouts and a walk.
Norris Hopper went 2-for-3 at the plate with two runs batted in for Cincinnati.
Adam Dunn had the other RBI.
Aaron Hill singled twice, once off Belisle and once off Santos, to account for Toronto's hits.
Left-hander Gustavo Chacin (0-1) started for the Blue Jays, surrendering two runs — one unearned — on five hits and two walks with two strikeouts.
"I just tried to keep the ball down and keep the tempo faster," he said.
"It's something we mentioned to him," Blue Jays manager Gibbons said. "But sometimes, he's a creature of habit.
"It's better to work fast. It definitely helps the team get into a rhythm."
Shaun Marcum relieved Chacin and permitted one run in three innings before giving way to Jason Frasor, who tossed a scoreless inning.
