Should the NHL move the Coyotes franchise to Quebec City?

The saga that is the Phoenix Coyotes continues. Will they stay in Phoenix or won't they? Rumblings around the league suggest that the time has come and that relocating the franchise is now more inevitable than ever. In front of that backdrop, candidate cities are scrambling to gain an edge. Places like Seattle, Kansas City, Las Vegas and of course Quebec City have all been mentioned. On March 25th, Quebec City's mayor announced that the construction of a $400-million NHL-quality rink will get underway in September. The NHL has already failed in Quebec City when the team packed up and moved to Colorado to become the Avalanche in 1995. Should the NHL roll the dice again?
