A two-time Pro Bowl selection, the 31-year-old Starks was released by Miami last week after seven seasons. He had 4 1/2 sacks last year.
Starks had been with the Dolphins since 2008, the longest tenure of any position player. He started 96 games for Miami but struggled late last season. His release Wednesday clears $5 million in salary cap space, which will be needed to make room for Suh's huge contract.
