How much do you think this costs? An increasing number of phone plans include North America as a single non-toll region. I predict that if competitive forces are allowed to exist and run their course, that the concept of paying extra for "long distance" will fade into long-distant memory in the not so long-distant future.
CBC paying a bit in the short term to bridge the gap doesn't sound unreasonable to me.
