Who's responsible for what in an emergency?

It's been a week of natural disasters (or near misses), from the Haida Gwaii earthquake to Hurricane Sandy. But just who is responsible for what in a disaster? We reached Jean Slick to find out. She teaches Disaster and Emergency Management at Royal Roads University, and worked for 28 years with the Red Cross, including in Indonesia after the 2004 tsunami.
