B.C. publisher proposes $13B crude refinery near Kitimat

Newspaper mogul David Black wants to build a 13 billion dollar oil refinery in B.C. The proposed plant would refine oil shipped from Enbridge's proposed Northern Gateway Pipeline. For his thoughts, Rebecca spoke with Tom Gunton, the Director of the Resources and Environmental Planning Program at Simon Frasery University.
