John Cummins says Liberal pipeline rules are "confusing"

Ministers Terry Lake and Mary Polak announce B.C.'s new pipeline requirements.

The provincial government announced new requirements for all pipeline proposals. The NDP says the rules don't change its position: the opposition party is still against the Northern Gateway pipeline. And John Cummins, leader of the B.C. Conservatives, says the rules are just confusing. He told Rebecca about it:
