Phone-In: Is Hydro Quebec too tough on people who can't pay their bills?
As of Wednesday, Hydro Quebec can no longer cut power to customers who are behind in paying their bill, because the law obliges the utility to provide power for heat in the winter months.
But a coalition of consumer groups in Quebec is accusing the utillity of being overly agressive in their bill collection.
More than 35-thousand people had their power cut off this year. That's twice as many as last year.
