Louis-Hébert riding contains that part of Québec City bounded by: the southern limit of the right of way of Wilfrid- Hamel boulevard, the boundary of the city of Sainte-Foy with the towns of L'Ancienne-Lorette and Québec, Henri-IV autoroute (73), Charest autoroute (440), du Vallon autoroute (740),  chemin des Quatre-Bourgeois, the Pierre- Laporte bridge, the St. Lawrence River and the boundary of the towns of Cap-Rouge and Sainte-Foy with the municipality of Saint-Augustin-de-Desmaures.


Redistribution:

Riding created in 1965 from parts of Québec and East-Québec ridings.

Minor change in redistribution before 1994 election.

In 2001 redistribution:
  • kept 78% of riding; 28% to Jean-Talon; added 30% of La Peltrie;

  • lost to La Peltrie - that part of Sillery included in the riding and part of Sainte-Foy bounded by: border of Sainte-Foy with Québec City  and Sillery, Laurier boulevard, Henri-IV autoroute, chemin des Quatre-Bourgeois and du Vallon autoroute (7,283 electors).

  • gained from La Peltrie, in the west - Cap-Rouge and part of Sainte-Foy bounded by Wilfrid-Hamel boulevard, border of Sainte-Foy and L'Ancienne-Lorette, Duplessis autoroute, Félix-Leclerc autoroute, Cap-Rouge river and border of Sainte-Foy with Cap-Rouge and Saint-Augustin-de-Desmaures (16,287 electors)

  • In 1973, LIB GASTON DESJARDINS defeated PQ CLAUDE MORIN by 777 votes.

  • In 1976, PQ CLAUDE MORIN defeated LIB JEAN MARCHAND by 9,543 votes.
    Appointed Minister of Intergovernmental Affairs, Nov 26, 1976.

  • In 1981, PQ MORIN defeated LIB MICHELLE ROUSSEAU METHOT by 8,127 votes.
    Reappointed Minister of Intergovernmental Affairs. After 1981 constitutional negotiations, he resigned on Dec. 29, 1981.

  • In April 5, 1982 byelection, LIB REJEAN DOYON defeated JEAN-F. KEABLE by 2,105 votes. (Keable had been head of Royal Commission into police wrongdoing)

  • In 1985, LIB REJEAN DOYON defeated PQ LOUISE BEAUDOIN by 4,634 votes.
    (PQ Beaudoin had been defeated in Jean-Talon in 1976 and 1979 byelection)

  • In 1989, LIB DOYON defeated PQ GUY BERTRAND by 885 votes.

  • In 1994, PQ PAUL BÉGIN defeated Independent ANDRE ARTHUR by 3,441 votes.
    Appointed Minister of Justice, Attorney General and Minister responsible for Administration of Legislation respecting Professional Laws, Sept. 26. 1994; added Minister responsible for Côte-Nord region, Jan 29, 1996 Minister of Environment/Wildlife, Aug. 25, 1997

  • In 1998, PQ BÉGIN defeated LIB PIERRE BOULANGER by 1,838 votes. Minister of Environment, Dec 15, 1998 to March  8, 2001; Minister responsible for the Québec  region, Dec. 15, 1998 to Dec. 17, 1999; Minister of Revenue, Nov. 19, 1999 to March 8, 2001;
    Minister responsible for the National Capital region, Dec. 17, 1999 to June 21, 2001;
    Appointed Minister of Justice and Attorney-General, March 8, 2001. In Oct 28, 2002 Bégin resigned, saying the Parti Québécois talks about its sovereignty goal but doesn't act to promote an independent Quebec. He said he will sit as an Independent.
