Quebecers can be excused for wondering what Quebec's energy policy really is. In the space of a few short years, and under both a Liberal government and now a PQ government, policies have changed virtually from one season to the next.
First shale gas exploration was encouraged. Then it was stopped. Nuclear power was in; now it's been shut down. Oil exploration was under way; now it's under scrutiny.
