Quebec's cap-and-trade way of reducing greenhouse gases begins
The United Nations warned this week that the level of carbon dioxide in the atmosphere is reaching critical levels. This week also marked the real beginnings of Quebec's cap-and-trade system.
It's designed ultimately to reduce greenhouse gases responsible for climate changes. The province's largest industries are the first to be subject to the new system. Among them are the oil refineries.
