A widow's response to Ottawa's proposed changes to laws around NCR

Alana Kainz is the widow of Ottawa TV sportscaster Brian Smith, who was shot and killed by Jeffrey Arenberg in 1995. After her husband's death, Kainz fought to change laws in Ontario to make it easier to force mentally ill people to get treatment, and in 2000, 'Brian's Law' was passed. She supports the changes the federal government is proposing around NCR, but also thinks there must be ongoing treatment for people found NCR if they are released from a psychiatric facility.
