Could oil sands development pay for other wilderness to be preserved?

While many conservationists would like to see further development of the oil sands stopped, Harvey Locke says he has a better idea: have oil companies pay 1% of the oil sands profits, and use that money to preserve huge areas of the MacKenzie Basin.
