Blacklisting of engineering firms could increase costs, says Order of Engineers

The mayor of Montreal has blacklisted engineering firms that have admitted to collusion at the Charbonneau Commission. They will not be allowed to bid on city contracts for the next five years. The head of Quebec's Order of Engineers was on Daybreak.
