Revisiting the Constitution

Liberal Party leader Philippe Couillard wants Quebec added to the Canadian Constitution. Couillard hopes to make that happen by 2017, in time for Canada's 150th anniversary. Political science professor Bruce Hicks says the idea is a recipe for disaster.
